About Us

The California Adult Education Administrators Association is a statewide organization open to administrators or management personnel who work in, or support, adult education programs. The purpose of the organization is to support and promote public school adult education offered through unified and union high school districts. The association sponsors activities that promote excellence and innovation in the administration of adult education programs and maintains regular communication concerning adult education issues with administrators of the state's adult education programs.

Legislative Advocacy

A major educational lobbyist firm, School Innovations and Advocacy, represents the interests of CAEAA and adult education with state lawmakers.
CAEAA regularly follows all legislation that affects adult education on a local and statewide level.
CAEAA works collaboratively with the other adult education professional organizations to ensure that all of adult education presents a united legislative platform.
CAEAA plays an active role in the passage of legislation important to adult education.

Mission of CAEAA

The purpose of the organization is to support and promote public school adult education. Association activities are dedicated to increasing public awareness of adult education services and to developing and promoting legislation to further the positive effects adult education has on individual students, as well as on the state of California’s social, economic, and political systems. The association sponsors activities that promote excellence and innovation in the administration of adult education programs and maintains regular communication concerning adult education issues with administrators of the state’s adult education programs.

CAEAA History

The California Adult Education Administrators Association (CAEAA) was established in 1990 by a group of adult education administrators who believed there was an urgent need for adult educators to take a proactive role in developing legislation to support and sustain adult education programs. CAEAA is the only organization specifically for adult education administrators.

My name is Dr. Thoibi Rublaitus, and I am honored to serve as the President of the California Adult Education Administrators Association (CAEAA). I currently serve as Director of Corona Norco Adult School, and like many of you, I found my footing as a leader during a time of uncertainty and rapid change for Adult Education.

Those early days were challenging, and what steadied me was the support, wisdom, and solidarity I found among fellow administrators—many of whom serve on the CAEAA Board today. Their mentorship and collaboration have made all the difference in navigating funding shifts, policy changes, and the evolving needs of our adult learners.

Today, I want to extend that same support to you.

Whether you are new to Adult Education leadership or have recently joined our statewide network, welcome. Our field is powerful and life-changing, but it is also uniquely complex. None of us can do this work alone, especially in a moment when federal and state funding landscapes continue to shift and advocacy is more critical than ever.

CAEAA exists for one purpose:
To protect, strengthen, and advance K-12 Adult Education in California.
